Adam looking directly at the camera wearing a suit in front of an American flag.Join us for a presentation by Adam Vaccaro, Director of the Office of Investment Security (OIS) in the International Trade Administration. Mr. Vaccaro will discuss his team’s role in the interagency Committee on Foreign Investment in the United States (CFIUS) and the outbound investment program. He will provide a brief overview of CFIUS and outline the equities and expertise OIS brings forth as the policy lead for the Department of Commerce that works across numerous important Commerce equities including BIS and OGC. Mr. Vaccaro will also discuss Commerce’s role in developing and implementing the outbound investment program, which targets U.S. investment into certain entities in the People’s Republic of China involved in three critical technology sectors. In addition, he will highlight the expertise and resources OIS can provide to offices across Commerce.

About Mr. Vaccaro: Mr. Adam Vaccaro devotes his efforts to the Department of Commerce’s participation in the Committee on Foreign Investment in the United States (CFIUS) and national security issues involving outbound investment flows. He is the CFIUS Coordinator at Commerce and Director of the Office of Investment Security in the International Trade Administration. He leads a team that conducts national security reviews of certain incoming foreign investments appearing before CFIUS and other national security issues concerning investment flows. Adam brings a diverse background from relevant positions combined with prior service at the Departments of State and Treasury and private sector experience, including consulting work with other federal agencies such as the Department of Defense. Adam has extensive training and practical experience in addressing U.S. national security issues, international trade/investment concerns, and foreign policy matters; interagency experience working on complex international affairs and economic challenges; and, subject matter expertise in regulatory guidelines such as CFIUS, the planned outbound investment program, and U.S. financial sanctions. Adam is originally trained as an attorney (admitted to practice in New York) and also has a Master’s in International Relations degree from Johns Hopkins School of Advanced International Studies (SAIS) with a focus on U.S. foreign policy.
